As of Monday, Finland and Monaco will be listed among the high-risk countries along with Andorra, Belgium, Bulgaria, France, Croatia, Italy, Ireland, Cyprus, Lithuania, Liechtenstein, Luxembourg, Latvia, Germany, the Netherlands, Poland, Austria, Romania, Greece, Switzerland, Spain and the Canary Islands.
